Russia, the Master of Step-by-Step Plans
Russia’s secretary of the National Security Council is due to arrive in Tehran soon. This will be the beginning of another ‘step-by-step’ plan devised by Russia and hosted by Iran. Previously, another successful plan regarding the Bushehr nuclear plant was conducted between the two countries, which is progressing to its next steps.

However, in the case of the Bushehr plant, which was to carry out new tests displaying the harmony between Russian seeds and Iranian soil; the term step-by-step was not indicated in the first draft of the plan. Nevertheless, favorable conditions and compatibility with the environment led to the first successful experimental step-by-step plan between Tehran and Moscow.

Years have passed since the Bushehr cooperation, and Russia’s steps are becoming slower and even suspended in Iran. This has resulted in the gradual amnesia over the beginning and end paragraphs of agreement. Therefore the issue of gaining electricity from the Bushehr plant turned into a step-by-step project, with this difference that these steps are slower and take longer than before, which has its own untold blessings. 

Currently, with Russia’s successful step-by-step plan in Iran, Moscow wants to now solve the whole issue of the Iranian nuclear case. Sergei Lavrov’s face is now the visual image of the mentioned plan regarding Iran. For the first step he sent an invitation to Tehran for our Foreign Minister to visit Moscow and become familiarized with Russia’s plan and intermediary initiatives. The second step will be taken by Salehi, and he is to travel to Russia by the end of this month.

However, Iran will reciprocate Russia’s invitation before Salehi visits Moscow. Saieed Jalili has invited Nikolai Patrushev, the head of the Russian Security Council, to Tehran in order to discuss Iran’s nuclear case, revive its general policies  and remind Russia of the red lines effective in the negotiations. According to the news, the head of the Russian Security Council is to arrive in Tehran on August 15th. He will meet with Mahmoud Ahmadinejad and other Iranian officials during his trip.

The step-by-step Russian plan for solving the Iranian nuclear case has an accurate beginning but no specific end is observable. In other words, nuclear disputes are not like nuclear plant projects to have an exact end date; however Russia was able to turn a facility building project into a step-by-step (and endless) procedure as well.

Russia has proposed that in return for every step Iran takes in removing the ambiguities surrounding its nuclear activities, certain sanctions will be lifted. Iran has thanked Russia for its goodwill and has announced that it will consider Russia’s proposal.
