Possible Iran-P5+1 Final Agreement Draft

-It is very interesting that the Iran-P5+1 negotiations are advancing in a positive way, because, compared to the dossiers of other countries, the rate of the advancement of the Iran nuclear talks is very high while it could have taken much longer.

-In other words, this issue will be resolved within six months while the trend of negotiations could have taken 3 to 4 years to reach the present stage. Therefore, this trend is a very hopeful one and everything is moving forward pretty well and there is no bad intention in these negotiations.

-With regard to the context, it can be said that it is interesting that both parties have reached the stage of writing the draft of the comprehensive agreement at this early stage because all of the experts in the world had predicted that a comprehensive plan would not be agreed upon due to its complexities.

-From this aspect, I predict that within the next two rounds of negotiations, the draft of the comprehensive plan will be written. The reason is that both sides are determined to carry out this task.

-The expert negotiations have just ended and the trend of negotiations is moving in the direction where the most difficult issues, including Arak and Fordow, are to be discussed.

-Iran intends to reach an agreement on the issue of Arak’s heavy water while maintaining the nature of heavy water. In North Korea, the two sides were not able to reach an agreement in this regard and it led to the point where this country’s heavy water reactor was changed to a light water reactor.

-But Iran states that the issue of “heavy water” must be maintained and only certain tools and means should be discussed and found so that Iran does not produce plutonium used for making bombs. This would not be difficult for Iran which does not intend to produce nuclear weapons.

-Therefore, if these difficult issues are resolved, then all of the past slogans of the western countries will be gone with the wind and Iran’s success will become certain.

-There is an item in the Geneva Agreement which states that nothing is agreed upon until everything is agreed upon.

-Iran has accepted this item in the Geneva Agreement with complete awareness. Although this item could be to Iran’s disadvantage from one perspective, from another angle it could be to Iran’s benefit.

-For example, if the negotiations advance to the final stage but the other party suddenly states that it does not intend to agree on the issue of Arak’s heavy water, then Iran could disrupt the entire agreement.

-With regard to the issue of confidence-building on the nuclear issue and even Iran’s entrance into the World Trade Organization, Iran must discuss any issue which is related to confidence-building with the P5+1. Therefore, in the comprehensive negotiation wherein the issue of confidence-building exists alongside the technical and legal issues, Iran must be able to gain the trust of the other party.

-Thus, no fault could be directed towards the other party as to why they are proposing certain issues during the confidence-building phase.

-It has now been about twenty years that it has been proposed in the world that those countries that have balanced relations with their citizens with regard to the issue of respecting human rights and human dignity are those that can remain loyal to their commitments in the international scene.

-The issue of human rights existed in the agenda of the negotiations which was agreed upon in March and Iran has agreed with it as a whole, and perhaps it is on this basis that the issue of citizens’ rights was proposed by the President months ago so that Iran could state that respecting citizens’ rights is on Iran’s agenda.

-But even if the issue of human rights is placed in the Geneva Agreement, Iran must not be worried because the issue of human rights exists in every issue. But as I mentioned earlier, the issue of human rights will not be negotiated upon as an independent issue; it will rather be discussed as a confidence-building measure and an example of respecting human rights and citizens’ rights in Iran could satisfy the other party.
